You mean the RATIONAL WAY? Running from smallest to biggest time description? Yes, you could also do it the other way round, running from year, to month, to day, that would also make sense. Either of those two options would make sense.
There's plenty of things America does that arguably make more sense than the English version. But the way you do dates and also the phrase 'could care less' do not make sense
